Texas Youth Commission
Problem
Texas Youth Commission (TYC), a large state agency responsible for youth in the
criminal justice system, had a manual process for tracking the transportation of
youth between their facilities. But the manual process of planning these movements
was too time consuming, reduced staffs ability to quickly respond to inquiries,
increased the amount of time required for reporting, and provided no room for future
expansion.
Solution
Cobb Information Systems, Inc. created a web-based intranet solution to allow users
around the state to enter requests for transfers, operators to plan trip stops to
move youth to the different facilities, van drivers to check off the completion
of trips, and upper management to run live reports.

Results
This application has brought organization to the otherwise chaotic and time-consuming
manual process of moving 150-200 youth across the state each week and has cut the
time used for tracking these movements by 75%. The system has also sped up the time
to create upper management reports from weeks to seconds.
